Anna Carolina is a Brazilian whose life was transformed by a well-implemented full-time education policy during her time at a public high school in São Paulo. Although her school was one of the highest-performing in the state, it still faced significant structural challenges. Driven by the belief that more young Brazilians should have access to high-quality education, Anna Carolina pursued a degree in public administration. For the past seven years, she has worked in partnership with more than 18 Brazilian states to expand access to, and strengthen the implementation of, full-time secondary education. Through this work, she has seen firsthand how implementation shapes policy outcomes, sparking her interest in developing more effective approaches to policy implementation. Anna Carolina’s academic interests include education policy, policy implementation, and government capacity building.
