Before coming to Oxford, I worked on UNHCR's engagement with the European Union (EU) as a Senior Policy Associate at its Regional Representation for EU Affairs. Prior to this, I served as a Justice and Home Affairs (JHA) Counsellor at the Permanent Representation of Malta to the EU, representing the Government of Malta's positions on migration and asylum policy in various preparatory bodies of the Council of the EU. During the 2017 Maltese Presidency of the Council of the EU, I chaired the JHA Counsellors Group and the Migration Working Party and, as lead negotiator on behalf of the Council of the EU, brokered an agreement with the European Parliament to establish an EU Asylum Agency. As a Junior Professional at the EU Delegation to Jamaica, I co-designed a EUR 24 million programme to reform the Jamaican justice sector. Before embarking on a career in international public service, I qualified as a lawyer, obtaining my LLM with Distinction from the London School of Economics.
