Mauricio was born in Trujillo, Peru and holds a Bachelor's and Licentiate degree in Economics from the University of Piura. He completed undergraduate courses in Commercial Engineering at the Pontifical Catholic University of Chile. Mauricio furthered his academic training with studies in multidimensional poverty measurement at the University of Oxford and obtained a Diploma in Data Science for Social Sciences and Public Management from the Pontifical Catholic University of Peru.

Mauricio was a senior analyst at Videnza Consultores. He has worked at institutions such as the Ministry of Economy and Finance of Peru (MEF), Apoyo Consultoría, and the Group for the Analysis of Development (GRADE). His experience focuses on public policy consultancy, particularly in the sectors of health, environment, and behavioural economics.

Mauricio is a Peruvian Government scholar.
