biography

With degrees in biology and law, I occupied top positions in public administration in Ukraine for 13 years. I resigned from the position of Deputy Minister of Justice in 2017 and have been working as an individual consultant and civic activist since then.

There are three professional achievements of which I am most proud: firstly, the new Law on Civil Service, drafted and advocated under my leadership; secondly, the nationwide government-funded Legal Aid System developed by my team from scratch – it includes a network of 550 access points in all cities, towns and districts, over 3,000 employees and over 5,000 selected and contracted private lawyers – to provide legal advice, public defence and representation in civil and administrative litigation to up to one million vulnerable people annually; and third, launching the EU's Twinning, TAIEX (Technical Assistance and Information Exchange) and SIGMA (Support for Improvement in Governance and Management) tools in Ukraine, which allowed government machinery in Ukraine to prepare for implementation of the Association Agreement with the EU.
