André is a trade and public policy professional from Costa Rica with an academic background in law and international trade. He is particularly interested in how trade and public policy can drive economic and social transformation, especially in developing regions. Since 2024, he has been based in Paris, where he serves as Counsellor at the Delegation of Costa Rica to the OECD, coordinating engagement with a range of directorates covering trade, taxation, environment, energy and regional development. Previously at the Ministry of Foreign Trade, André worked on trade negotiations and the implementation of free trade agreements. His negotiation experience included Ecuador, the UAE, the Agreement on Climate Change, Trade and Sustainability, and the accession processes to the CPTPP. André also worked on the implementation of agreements with the UK, the EU and EFTA. He volunteered with FundaVida (NGO), supporting young people in vulnerable communities in Costa Rica.
