biography

Alexandre Freire is Vice-President and Commissioner of Brazil’s National Telecommunications Agency (ANATEL), where he has also served as Acting President, working at the intersection of digital infrastructure governance, artificial intelligence and technological innovation. He has led regulatory initiatives enabling the development of low-Earth-orbit satellite technologies in Brazil and regulatory sandboxes for emerging telecommunications technologies, including direct-to-device connectivity. He also chairs ANATEL’s Centre for Advanced Studies in Digital Communications and Technological Innovation.

Before joining ANATEL, he held senior advisory and policy positions at Brazil’s Supreme Federal Court, the Presidency of the Republic and the National Congress. A legal scholar with postdoctoral research experience at Goethe University Frankfurt and the Max Planck Institute for Legal History and Legal Theory, his work bridges academic research, institutional governance and public decision-making.

Alexandre is an alumnus of the Blavatnik School of Government’s Executive Public Leaders Programme (EPLP), where he received the Public Service Award. He now returns to the School as a Visiting Practitioner, working with Professor Roxana Radu on a comparative study of AI governance in the United Kingdom, Germany and Canada. His research will examine regulatory and institutional models that can inform the development of a trustworthy, human-centred and innovation-friendly AI governance framework for Brazil.
