biography

Agnes Nakirya is a Blavatnik School of Government Master of Public Policy alumni and public sector specialist.  

Following her graduation from the Master of Public Policy (MPP) at the Blavatnik School of Government in 2018, she returned home to Uganda where she has been the Deputy Team Leader for an education reform programme embedded within the Ministry of Education and Sports working across central government and selected underperforming Local Governments. 

Agnes holds a Degree in Law and prior to the MPP, her work was in access to justice and public policy advocacy. Overall, she has 11 years’ work experience in governance/systems strengthening, access to justice, education, programme design, implementation and evaluation, grassroots capacity building, and community engagement. 

Her broad research and policy interests include public sector/civil service reform and management, behaviour change, and collective action in the public sector. She hopes to immerse herself in understanding the insider accounts of institutional reform and behaviour change, and the context within which this arises or takes place.
