Multi-bi financing is forcing multilateral institutions such as the WHO 'to reflect on how to reform to remain more appealing to the wider set of stakeholders and interests at play'. The risks, however, include a shift in agenda and priority setting towards 'the marketplace of global initiatives', rather than the communities who will live with the choices made.
