Over the past seven years, Nilofar served as a Public Administrator in Gujarat, India. As Assistant Commissioner of Rural Development, she led the Swachh Bharat Mission, a nationwide campaign aimed at eliminating open defecation and improving rural sanitation. She specialises in public administration and rural sanitation, with expertise in the theory of change and participatory development.

Nilofar's career includes significant contributions to policy design and programme execution in various departments, including climate, revenue, and sanitation. She holds a Bachelor's degree in Electronics and Communication and has received numerous scholarships, including the Joint Japan World Bank Graduate Scholarship Program and the Kennedy-Lugar Youth Exchange Program.

Beyond her professional ambitions, Nilofar is an avid reader dedicated to community service. As a mother of a toddler, she juggles the responsibilities of motherhood and a demanding career.
