Maryvonne Le Brignonen is the Director of the INSP (National Institute of Public Service).
Le Brignonen has a background in both the public and private sector. After nine years' experience in auditing in the banking, insurance and real estate sectors, mainly within the firm RSM Salustro Reydel, she joined the ENA (National School of Administration) in 2007. After graduating from the ENA in 2010, Le Brignonen joined the General Inspectorate of Finance, where she advised the government for four years. She then joined the DGFiP (Directorate General of Public Finances) in 2014 as Head of the Personal Income Tax Office. In 2015, she was appointed to introduce a Pay-As-You-Earn (PAYE) scheme to France, a position she held until 30 June 2019. As part of this project, she led the work of the DGFiP in the fields of legislation, IT and change management. She supported all stakeholders in the implementation of the PAYE scheme, including private and public employers, software publishers and accountants and was the media spokesperson for the DGFiP. Additionally, she was appointed Deputy Director of Personal Income Tax Management in 2016.
From 2019 to 2021, Le Brignonen headed TRACFIN, the French unit for the fight against money laundering and the financing of terrorism as well as the "Premier Cercle" intelligence service. This reflected an increased role by the economic and financial ministries in public intelligence policy. In December 2021, The Council of Ministers appointed her Director of the ENA with the responsibility for creating the INSP, which came into being on 1 January 2022. She was appointed Director of the Institute for a term of four years.
