biography

Born in Hong Kong, China, I hold a Bachelor's degree in journalism and communication from the Chinese University of Hong Kong. I worked briefly as a TV news reporter before joining the Government of the Hong Kong Special Administrative Region (HKSARG) in 2001. As an Administrative Officer of the HKSARG, I have served in a number of departments and was involved in policy research, formulation and implementation in areas including public hospital services, civil service management and public finances. I have also served as the Press Secretary to the Financial Secretary and have been involved in the formulation of annual budgetary measures. I am interested in geopolitics and international relations, as well as the best practices and experience among different jurisdictions in advocating social changes, leading public discourse and engaging the public for achieving better governance, amid the dynamic and fast-growing civil society propelled by the powerful new media.
