Arsh is an Indian Administrative Service Officer who worked with the state of Punjab in India. He is from Kapurthala district in Punjab, India and graduated in electronics and electrical engineering. He has worked for 20 years with the state of Punjab and the Government of India in diverse areas such as agriculture, food grain procurement, food processing, finance, taxation and revenue, housing & urban development, rural development, industry, disaster management, elections, law and order and general administration. Arsh's key policy interests include acquiring new analytical skills, especially in behavioural economics, and data analysis for public policymaking.

Arsh is a Joint Japan/World Bank scholar.
