Thomas Elston was an invited plenary speaker at a conference on shared services and public procurement, organised by the Portuguese Government in Lisbon.   He spoke to 1,400 delegates on risks to saving money through shared services, and ways of managing the risks.  Other speakers included the OECD’s head of public sector reform.
