Rafiullah Kakar (MPP 2013) was lead researcher and co-editor (alongside Abhik Sen) of the 2016 Global Youth Development Index and report published by the Commonwealth Secretariat. The Index uses indicators to measure progress on youth development in 183 countries, including 49 of the 53 Commonwealth countries. It has five domains measuring levels of education, health and well-being, employment and opportunity, political participation and civic participation for young people.

Kakar and Sen also co-authoed an opinion piece with Abhik Sen for The Guardian's Global Development section, titled Why are we failing 75% of the world’s youth at a time of unique opportunity?
