The Working Paper Series presents academic research on a broad range of issues related to public policy and the challenges of government. These papers are published outputs offered in the interest of scholarship and to advance knowledge and debate in a particular field.
This series provides our academics with a platform for getting early versions of their research out into the public domain for comment and debate. It also offers the rest of the world the chance to see the rigorous research that is carried out to inform the work we do on developing practical real world policy solutions for a world better led, a world better served, and a world better governed.
You will also find a selection of our research programmes' working papers.
Copyright for all Working Papers remains with the authors. The findings, interpretations, and conclusions expressed in the Working Papers are entirely those of the author(s) and do not necessarily represent the views of the Blavatnik School of Government or its faculty.
