William Dowling


I am coming to the Blavatnik School of Government from San Francisco, California where I worked for the U.S. Federal Reserve System.  During my time at the Fed, I was involved in a variety of economic development initiatives and assisted financial institutions in investing capital in low-income communities through projects ranging from affordable housing, to microenterprise loans, to health centers.  I provided consultation services to an array of private and public sector organizations that were striving to identify and address community development needs.  At Oxford, I hope to learn more about the interactions between the financial and social sectors in other countries and explore ways in which we can create financial systems that are more inclusive.  I am particularly interested in social impact investing and developing methods in which banks can be more impactful in the way they deploy capital.
